Major requirements for location of the track: track has to be 4,000 feet long on at least 150 acres and must be in Kimball County. Anyone in the county could bid on this proposed site.

This means $300,000.00 plus $250,000.00 in the first year if all numbers are met. $550,000.00 could potentially be used against the debt the first year. This helps pay down the bonds quicker.
